MEMORANDUMFOR THE SUPREME COMMANDER:

　　　　The Cabinet, through the Central Liaison Office, has just sent a request for approval of the appointment of the two following as Ministers without portfolio while continuing to hold their present offices:

　　　　Wataru Narahashi----presently Chief Secretary to the Cabinet, and

　　　　Takeshige Ishiguri----presently Director of the Bureau of Legislation of the Cabinet

It is stated at the same time that it is the desire of the Cabinet that these two gentlemen be permitted to sit at the meetings of the Cabinet rather than merely be in attendance without vote as at present.

　　　　Narahashi, as you know, has been outstanding in his efforts to force within the Government compliance with the spirit of your directives, and Ishiguro is a close associate of Narahashi who took the latter's place when he moved up to be Chief Secretary of the Cabinet.

　　　　It impresses me that this move is being made by the Prime Minister in order to strengthen the Cabinet to meet current issues. The Central Liaison Office has been instructed to bring the personnel records of each man to me this afternoon at 3 o'clock, but I assume that inasmuch as they have been permitted to carry on their present positions, there is no previous activity which would bar their services as ministers without portfolio under the "purge" directive.

　　　　I recommend that, subject to their prior clearance by CIS (now being investigated), I be authorized to indicate at this meeting this afternoon that you have no objection to these appointments.
